Filming with license plate number

The official registration number of an approved vehicle for filming and advertising is only allowed to be recognizable if the owner has given their approval. It may therefore be necessary to use game licence plates when filming with vehicles.

Game licence plates may only be used on private premises or in areas separated from other public road traffic without additional approval.

• Fully fictitious license plate

Fully fictitious license plate numbers (not in use for an actual vehicle) can be created and used without prior application or approval. This may be registrations that do not exist in Germany, are historical (eg former GDR marks), or pure fantasy marks.

• License plate with real references

License plates currently in use from the inventory of a vehicle registration authority can be reserved as a game license plate on request. Which license plate is required and available should be checked with the vehicle registration authority in advance. Telephone, fax or email contact is possible. Each vehicle registration authority can only block license plates from its own inventory.
(Costs in Berlin: EUR 12.80 per license plate from the vehicle registration authority)

If vehicles equipped with game license plates on public roads shall be used for filming, an exemption for each license plate must be applied for in accordance with Section 47 (1) No. 1 FZV. The application can be made informally - by email or fax - to the responsible office:

The following information is required:

• Information about the applicant (company, address of company headquarters, possible different billing address)
• Contact person with telephone number and email address
• Title of the film
• Indication of the vehicle's use period 
• Registration number of the vehicle to be used
• Manufacturer and / or brand name of the vehicle
• Vehicle identification number
• Game licence number used

Please note:

The respective vehicle must always be registered. Journeys using short-term license plates are not permitted and will not be approved. In individual cases, the use of a red (dealer) license plate can be permitted, even if such trips cannot generally be regarded as permitted use within the meaning of Section 16 of the Vehicle Registration Ordinance (FZV) .

Costs in Berlin:

• 64.00 EUR for one vehicle
• EUR 12.50 for each additional vehicle

Form of payment:

• When submitting an application to the vehicle registration authority - immediately in cash or by debit card with PIN
• In case of a written application - by bank transfer within two weeks after receipt of approval including notification of fees
